Abstract

This study investigates the redistributive consequences of federal construction grants made for publicly owned wastewater treatment plants in EPA Region VII. This is accomplished by estimating the proportion of the benefits that accrue to each income class and the proportion of the costs that are borne by each income class as a result of these construction grants. Under the assumptions in the study, it was found that significant redistribution of income from middle income classes to high income classes is expected to occur as these grants are made.
