"The population of the United States shifted significantly during the 1970's. One shift occurring as the result of impressive growth in the south and west at the expense of very slow or no growth in the north and east. The other reversed a trend that had continued uninterrupted throughout the first 70 years of this century - in all regions of the country, the nonmetropolitan population increased more rapidly than the metropolitan."--First paragraph
