"Every economic system must perform three basic functions; it must decide: (1) what goods and services will be produced; (2) how they are to be produced, that is, by whom, and with what resources and in what technological manner; and (3) for whom they are to be produced and by whom they are to be consumed. There is no one best system of economic coordination— that is, information and control system— which can accomplish these three functions to the satisfaction of all members of the society. Various systems have been used historically and current ones are being modified. Each of the various systems of coordination which achieves rapid industrial development may become a great handicap at a later stage in development in meeting the demands of consumers."--Introduction.
