Abstract

Introduction and problem review: Confronted by depressed economic and social conditions of extensive regions within the United States, the Federal Government through its various agencies is waging "war on poverty." Many plans and strategies emphasize public investments in physical overhead capital, especially highway construction, as a weapon for eradicating regional poverty. Such priority for highway expenditures has been seriously questioned in the professional literature. Consequently, this chapter presents the problem and objectives after first reviewing literature concerning regional growth theories, theoretical implications about highway impacts, development strategies, and hypothesized economic benefits resulting from highway investments.
