"This paper begins with a general look at why we provide public facilities and services and at the public questions we are thus forced to answer. Next is a brief look at the possibilities for governmental adaptation to meet changing needs. The discussion then turns to directions in which solutions to some current revenue problems might be sought. It ends with a call for a systems approach to public decision and a plea that we earnestly devote ourselves to the substantial task before American democracy."--Page 2.
