Abstract
The Governmental Affairs Program was established in 1963. Its purpose is to make resources of the University of Missouri-Columbia available to public officials and citizens throughout the State. The objectives of the Governmental Affairs Program include education, research and consultation. In this regard, it is a working component of the University's College of Arts and Science, the Political Science Department and the University Extension Division. Research activities of the Governmental Affairs Program include development of monographs and memoranda designed to support its educational endeavors. Because of the lack of reference material relating to many facets of government in Missouri, the Governmental Affairs Program attempts to provide publications illuminating problems and structures, with the objective of using them as supportive materials in continuing education programs. It is in this context that the following handbook was developed. George Nicholaus, Attorney, prepared the first edition of this handbook, then entitled "Incorporation, Disincorporation, and Consolidation of Missouri Cities," in 1969. In 1972, Helen T. Ginder, also an Attorney and his successor as Legal Specialist for the Governmental Affairs Program, revised the handbook to reflect changes in the law as of that time. This third edition represents a more substantial change in style and content. Recent trends in case law necessitated some revision, but, more important, many questions regarding the incorporation process have reached our office since the first edition was published. Maureen Gerrity Carter, Attorney, and currently Legal Specialist for the Governmental Affairs Program, has prepared this version largely in response to requests for more detailed information, fuller translation of statutory jargon, and more analysis of "grey areas of the law . " This edition is thus more comprehensive in focus and more specific in its description of the incorporation process. Due to this newer emphasis, as well as limitations of time and space, consolidation is not treated here, and disincorporation is handled only briefly. If information -on such topics is needed, readers are encouraged to consult University of Missouri Extension personnel in their area.
