dc.description.abstract[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT AUTHOR'S REQUEST.] In video transmission over low-bandwidth networks, videos are often encoded at low frame rates. At the decoder side, frame interpolation is often performed to reconstruct the skipped frames to improve the temporal smoothness and video presentation quality. In this work, we develop a new frame interpolation method using bi-directional motion estimation for H.264 video coding. Spatiotemporal motion vector smoothing for a block is performed and the best motion vector is decided between motion vectors of the neighboring blocks and actual block. Motion vectors are calculated using both weighted median filtering and spatiotemporal smoothing. Experimental results show that the proposed algorithm outperforms the existing methods.eng
