dc.description.abstract[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT AUTHOR'S REQUEST.] The purpose of this study is to analyze the Kansas City Public Schools' Policy 4.9 - Personnel Standards. Policy 4.9 adopted in November 2011 states that the superintendent shall neither cause nor allow the District to employ staff who cannot advance the District towards its Board-adopted Ends objectives. The theory behind this policy implementation study is based upon the premise that sustainable success is rooted in a capable workforce occupied by highly skilled, effective and culturally sensitive individuals, who are able to thrive in an environment of accountability. The implementation of this policy poses three challenges for Kansas City Public Schools (KCPS). Critical circumstances confronting the district exemplify the need to recruit and retain better teachers and to explore better ways to educate our students. This policy evaluation specifically explores the recruitment and retention practices which contradict current Board policy 4.9, while exposing the current transitions and practices to employ the intent of the Board's Policy 4.9. Effective implementation of this policy will reform the KCPS employee ranks and will provide the human capital necessary to propel the district forward and sustain the changes necessary to increase student achievement.eng
