    Abstract
    Evaluation of today's complex highway systems to plan the systems of tomorrow requires an understanding of the characteristics that are presently occurring. One measure that is often neglected is the in depth evaluation of peak traffic flow characteristics. Through the collection of original traffic data over a several month period using high resolution video cameras to collect reliable data that can be fused with other data sources to build a validateable model. This model then can be used as a tool for evaluating the impact of potential changes so as to have a politically neutral assessment for transportation decisions.
