    Speed and information : investigating the rise of U.S. speed limits and a case study on Texas Open Records Law

    [ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI--COLUMBIA AT REQUEST OF AUTHOR.] By requiring state and local governments to ask permission from the attorney general's office before denying an open records request, the Texas Public Information Act created a proactive mechanism for enforcing the public's right to know. The Texas model, in which the burden lies with government to justify withholding records, provides not only an effective watchdog over the flow of information but settles public records disputes without the need for costly, time-consuming litigation.
